LIBRARY SERVICES.
The
University
library
is
situated
within
the
campus
and
it
started
to
operate
along
the
academic
degree
programmes
in
September
2009.
Initially
the
library
had
less
than
2,000
books
mostly
taken
from
the
main
library
in
Mwanza
the
headquarters
of
the
St
Augustine
University
of
Tanzania
(SAUT).
Today
the
library
has
15,000
volumes
of
books
which
are
in
varieties
of
subject
disciplines
including
fiction
books.
At
the
beginning
library
services
were
offered
at
the
building
outside
the
University
campus.
Thanks
to
Donors,
the
university
has
built
the
new
library
building
which
can
accommodate
300
students
at
a
time.
The
new
building
is
divided
into
the
following
sections,
namely:
the
librarian's
office,
working
room,
reserve
section,
computer
laboratory
and
reading
space.
The
library
operates
from
09:00
hours
to
22:00
hours
from
Monday
to
Saturday
every
week
and
it
remains
closed
on
Sundays
and
public
holidays.
The library uses Dewey Decimal Classification scheme (DDC) and the library catalogue is automated.

oriented
higher
institute

learning.
It
considers
research

publication
not
only

the
“soul”

hallmark

academic
excellence,
but
also

added

difference
towards

academic

This
is
absolutely
necessary

true
socio-economic,
human,

Tanzania

STEMMUCO

Welcome to the department of Planning and Investment.
In
order
to
support
and
fulfill
its
mission,
goals
and
activities
Stella
Maris
University
College
engages
its
various
organs,
structures
and
processes.
The
Department
of
Investment
and
Planning
is
engaged
in
planning
and
coordinating
major
projects
of
capital
development
as
well
as
the
overseeing
the
vision
and
mission
of
the
University
in
terms
of
infrastructure,
equipment
and
human
resource.
So
far
we
have
embarked on several long term projects which we believe will help take our university to a higher level in terms of resources.
Along
with
the
above
functions
Planning
and
Investment
Department
is
also
responsible
for
planning
and
coordinating
various
activities
that
will
help
the
university

outreach
programs

community

(STEMMUCO)
is
a
fast
growing
institution.
It
started
in
2009
as
an
extension
of
the
faculty
of
education of St. Augustine University of Tanzania. It started with only one programme of Bachelor of Arts with Education (BAED).
In
its
second
year
it
launched
two
more
academic
programmes
namely
the
Bachelor
of
Arts
in
Sociology
(BASO)
and
the
Bachelor
of
Philosophy with Education (BAPHILED).

The
Faculty
of
Education
and
Science
at
Stella
Maris
Mtwara
University
College
(STeMMUCo)
is
the
first
faculty
to
be
established
at
Stella
Maris
Mtwara
University
College.
It
is
therefore
as
old
as
the
college
itself
(established
in
2009).
Its
establishment
emanated
from
the
educational
needs
and
challenges
facing
Tanzania
particularly
the
southern
zone.
It
is
an
undeniable
fact
that
STeMMUCo
through
the
Faculty
of
Education
and
Science
operates
within
a
national
landscape
where
access,
success
and
equity,
quality,
relevance
and
broad
transformation
have
been
proven
to
be
a
challenge.
As
the
Dean
of
the
Faculty
of
Education
and
Science,
my
vision
is
located
within
the
broader
vision
of
the
University
namely:

Faculty
therefore,
strives

specialization

study

programme
in
the
Faculty
will
therefore

a

but

student

a

teacher

the

The
Bachelor
of
Arts
with
Education
(BAED)
and
the
Bachelor
of
Education
with
Philosophy
(BAPHLED)
both
under
the
Faculty
of
Education
and
Science,
are
tailored
in
such
a
way
that
after
completion,
students
should
be
able
to
become
competitive
graduates
in
their
areas
of
specialization
by
meeting
the
requirements
of
the
labour
market,
locally,
regionally,
continentally
and
globally.
Apart
from
other
expected
learning
outcome,
the
programme
nurtures
the
broad
development
of
the
students
and
focuses
on
their
intellectual,
emotional,
social,
physical,
creative
or
intuitive,
aesthetic,
and
spiritual
potentials.
An
emphasis
is
very
much
put
on
life
experience
beyond
the
confines
of
the
classroom
and
the
formal
educational
environment
towards
education
as
growth,
discovery,
interactive
and
a
broadening
of
horizons.
This
is
partly
done
through
teaching
practice
engagement
in
different
schools,
micro-teaching
and
comprehensive
examinations and independent research projects which are part of the requirements for degree conferment.
The
programme
is
also
designed
in
such
a
way
that
upon
completion
of
their
bachelor’s
degree,
graduates
will
have
an
opportunity
to
vertically
progress
into
master’s
degree
of
relevant
courses
and
horizontally
articulate
into
related
bachelor’s
degrees
or
diagonally
articulate into different masters programmes not directly related to education.
The
performance
of
our
graduates
who
are
spread
in
the
job
market
all
over
and
beyond
the
country
have
never
been
questionable
by
the
employers
in
both
public
and
private
sectors.
The
Faculty
has
been
receiving
positive
commendations
on
the
competency
and
professional
conduct
of
our
graduates.
It

HEAD’S MESSAGE
Unit

Economics
at
Stella
Maris
Mtwara
University
College
STeMMUCo)
is
under
the
Faculty
of
Arts
and
Social
Sciences.
It
was
established
due
to
the
fact
that
Tanzania,
like
any
other
Developing
Country,
faces
an
immense
multifaceted
economic
development
challenge
that
is
three-pronged-:
to
attract
investments,
boost
growth
and
eradicate
poverty.
This
can
only
become
a
reality,
among
other
aspects,
if
we
invest
in
human
resources,
reduce
dependence
on
the
West,
and
increase
our
ability
to
compete
with
the
world
economies
through
diversification.
Stella
Maris
Mtwara
University
College,
wants
to
devote
to
the
advancement
of
economic
policy
research
and
capacity
building
to
enable
our
poor
economies
to
grapple
with
the
above
challenges.
The
university
wants
to
do
so
by
initiating
and
undertaking
economic
research
and
build
the
capacity
of
economic
researchers
and
policy
makers
by
training
the
potential researchers and involving them in field practical with research component.
In
fulfilling
the
vision
above,
the
Department
has
the
following
objectives:
Firstly
to
produce
economists
who
possess
a
solid
understanding
of
the
global
economy
and
have
the
skills
required
to
evaluate
and
manage
risk
in
a
global
setting.
Secondly
to
impart
knowledge
that
will
empower
students
to
become
one
of
the
broadminded
economic
researchers.
Thirdly
to
maximize
students’
flexibility in the job market, keep doors open and
be in
demand
because
of
their
quantitative
skills.
Lastly
to
enable
students
to
be
ready
to
take
on
challenging
positions
in
global
business,
finance,
or
the
public
sector,
in
fields
such
as
international
market
research, global mutual funds, or policy evaluation.
Moreover,
Stella
Maris
Mtwara
University
College,
being
an
ethical
oriented
university,
wants
to
produce
economists
with
high
moral
integrity
backed
up
with
the
zeal
of
patriotism.
Henceforth

Health Service.
The College has a First Aid Unit which handles and coordinates health issues of students and members of staff. Cases calling for
first aid are handled at the unit. Other cases needing much attention are referred to the hospitals and health centres in the
neighbourhood.
Accommodation.
Some students secure accommodation on campus. As the number of students enrolled every year increases the office of the Dean of
Students coordinates off-campus accommodation
Cafeteria Services.
There are two catering agents offering service on campus. These services are coordinated by the office of the Dean of students
together with the Students Government through the Ministry of Health and Food.
Sports and Games.
Sports and games contribute enormously to the campus vibrancy. The first semester is coloured by the BIGSCORE competitions of
football, volleyball, netball and basketball with the theme of promoting ethically sound recreation. The second semester has the Pro-Life
inter-college competitions of football, basketball, volleyball and netball. These competitions promote ethical relationships among college
students and carry the central theme of promoting human life from conception to natural death.
Spiritual and Pastoral Services.
Being a property of the Episcopal Conference of Tanzania, Stella Maris Mtwara University College puts in the forefront the pastoral
and spiritual wellbeing of both the students and staff. The spiritual growth is animated through the liturgical celebrations, small Christian
communities, choir, prayer groups, religious associations such as IMCS and CPT etc.
Plans.
Plans are in place to establish a desk for gender issues and a unit for counselling.

CENTRE FOR ENERGY DEVELOPMENT AND MANAGEMENT STUDIES (CEDMS)
The
Centre
for
Energy
Development
and
Management
Studies
(CEDMS)
was
established
as
a
faculty-level
constituent
part
of
STEMMUCO by the ratification action of the senate of St. Augustine University of Tanzania (SAUT) on November 15, 2013.
The
broad
objective
of
CEDMS
establishment
is
to
conduct
research,
development
and
training
in
matters
pertaining
to
energy,
energy
resources
and
source
materials,
energy
utility
management,
and
environmental
protection.
A
specific
objective
of
the
Centre
is
to
take
advantage
of
the
emerging
oil
&
gas
industry
in
Tanzania,
particularly
in
Mtwara,
and
develop
public
awareness
and
manpower
capacity in this respect, all in keeping with the developmental aspects of the mission of the college.
In
line
with
its
establishment
objectives
the
Centre
plans
to
offer
shorter-term
courses,
longer-term
courses,
and
professional
services
to
interested and eligible individuals and groups, as follows:
•
Shorter-term
courses
are
to
include
seminars,
workshops,
and
conferences
on
energy
resources
(particularly
oil
and
gas),
technical
fundamentals
of
resource
exploitation
and
distribution
systems,
and
marketing
and
environmental
management
considerations.
Such courses lead to Certificate of Attendance awards;
•
Longer-term
courses
will
last
one
year
or
longer
and
will
involve
academic
programs
leading
to
certificate,
diploma,
and
degree
qualifications
in
the
science
and
management
of
renewable
and
conventional
energy
resources,
including
oil
and
gas,
and
the
ambient geophysical and economic environments;
•
Professional
services
include
research,
consultancy,
and
community
outreach
programs
in
the
field
of
development
and
management
of
energy
resources
and
utility
systems.
These
will
be
energy-competence
level
projects
initiated
by
the
Centre
and/or
outsider
clients/parties
conducted
by
the
Centre,
alone
or
in
collaboration
with
other
technically
qualified
entities.
Value-
adding
services
will
also
be
handled
e.g.
tailor-made
programs
leading
to
professional
accreditation
of
individuals
offered
as
per
agreement with a sponsoring institution.
In
this
regard,
CEDMS
strives
to
be
a
world-class
applied-science
centre
of
academic,
practical,
and
professional
studies
and
services
in
energy
resources
exploitation
and
corresponding
environmental
topics;
and,
seeks
to
establish
linkages
and
enhance
collaboration with peer national and international organizations of similar endeavor.
Currently,
courses
on
oil
and
gas
have
been
mainstreamed
in
some
programs
at
Stella
Maris,
covering
the
basics
of
exploration,
extraction,
logistical
handling
and
distribution,
and
related
management
involving
legal,
commercial,
socio-economic,
political,
and
environmental
issues.
Plans
are
ongoing
for
the
Centre
to
strengthen
this
delivery
and
then
embark
on
subsequent
phases
including
the
introduction of service and academic programs sanctionable by the Tanzanian Commission for Universities.
All in all, the good news is that a comprehensive energy study centre now exists in Tanzania which, when fully operational a few
years from now, will be offering not only multi-level programs in oil and gas but also such development and management studies and
services in coal, nuclear materials, and renewable resources like solar, wind, wave, and geothermal energy; thereby contributing to a
healthier economy for everyone.

THE MTWARA AND LINDI STEMMUCO SCHOLARSHIP FUND (MLISS FUND):
The
Mtwara
and
Lindi
STEMMUCO
Scholarship
Fund
(MLiSS
Fund)
is
an
initiative
which
will
be
managed
by
a
Board
of
Trustees
(the
“
BoT
”)
composed
of
bonafide
members
originating
from
Mtwara
and
Lindi
regions,
with
the
aim
of
collecting
financial
resources
to
support
the
education
of
needy
members
of
these
respective
regions.
This
call
is
the
response
to
the
challenges
facing
these
areas
in
sustainable development endeavours that are identified and implemented in the regions.
Since
the
target
is
to
eradicate
the
state
of
ignorance
of
the
young
generation
of
Mtwara
and
Lindi,
STEMMUCO
decided
to
establish
such
a
scholarship
fund,
to
support
a
group
of
selected
students
within
these
regions
who
are
facing
financial
challenges
to
further
their
studies at STEMMUCO. The funding will be based on donations and other funding activities formulated by the team.
VISION AND MISSION:
MliSS Fund’s has the following vision and mission:

To ensure that every student has access to the tools necessary to pursue higher education.
MLiSS Fund’s Mission:
To
help
deserving
individuals
within
our
community
achieve
their
career
goals,
an
objective
which
has
the
added
benefit
of
bettering
the
community
at
large.
In
short,
our
goal
is
to
ensure
that
no
deserving
scholar
in
our
community
will
be
deprived
of
higher
education
because of a shortage of funds.
Operations of the Fund:
The
operations
of
the
Fund
shall
be
launched
this
upcoming
Academic
Year
2020/2021
starting
in
October.
Despite
the
fact
that
the
Fund
hasn’t
been
able
to
accumulate
the
estimated
revenue
it
had
budgeted
for
the
year,
the
BoT
has
decided
to
start
by
awarding
50%
Tuition
Fee
Scholarships
to
at
least
1
Certificate
Student
from
every
Local
Government
Authority
(Council)
of
Mtwara
and
Lindi
regions,
for
the
purpose
of
inducing
credibility
in
the
operations
of
the
Fund
to
those
who
have
already
contributed,
and
those
who
have/had the intention to contribute to the cause.
Criteria to be used in the award selection process:

Must be students originating from Mtwara and Lindi;
2
.
Must have the minimum entry requirements for admission to STEMMUCO according to NACTE and TCU respectively;
3
.
Must have been admitted for enrolment at STEMMUCO;
4
.
Must present proof of having financial constraints;
5
.
Students having physical disabilities will be given priority;
6
.
Previous Academic performance, is an added advantage.
